Chief Executive Officer - Shorter working week - North Galway
The Chief Executive Officer is accountable to the Board for the overall leadership, performance, and sustainable growth of our client. The CEO will drive the strategic development of the organisation, maximise the economic and community impact of its assets, secure the funding needed to grow, and ensure the professional management and all associated activities. The CEO acts as the public face with funders, agencies, partners, and the wider community.
Leadership and Organisational Accountability
- Take full accountability to the Board for the performance, financial sustainability, and reputation of our client.
- Act as the principal spokesperson and public representative of the organisation with funders, government agencies, media, business networks, and the community.
- Provide clear leadership and direction across all activities of the organisation, translating Board decisions into effective delivery.
- Recruit, lead, and develop staff, contractors, and volunteers as the organisation grows, including performance management and succession planning.
- Foster a culture of professionalism, integrity, and community service, embodying the values and ethos of our client at all times.
Strategic Leadership
- Lead the development of the organisation's multi-year strategic plan, present it to the Board for approval, and take ownership of its implementation and regular review.
- Identify and develop new revenue streams and enterprise opportunities beyond the existing park, including expansion, incubation programmes, remote-working facilities, and other growth-oriented projects.
- Prepare feasibility studies and business cases for new projects and lead their implementation where approved by the Board.
- Work with the Board of Directors to maximise the economic development potential of the organisation's assets.
- Monitor and evaluate the performance of enterprise projects in collaboration with key partners and stakeholders, managing associated project budgets.
- Own and maintain the organisation's risk register and advise the Board on strategic, financial, legal, and reputational risk.
- Deliver agreed targets in line with strategic plans, budgets, and KPIs agreed with the Board.
Financial Leadership
- Hold overall responsibility for the financial performance of the organisation, preparing the annual budget and financial strategy in collaboration with the Chairperson and Treasurer for Board approval.
- Lead the organisation's fundraising and investment strategy, including major grant programmes, capital funding for expansion, and reserves policy.
- Prepare grant applications, monitor awarded grants to ensure funds are received and spent as intended, and ensure full compliance with all grant conditions, engaging external consultants as required.
- Present a financial summary to each quarterly Board meeting at least one week in advance, including a lease analysis of tenants and an overview of bank account balances.
- Ensure the efficient and effective use of all available resources.
- Oversee the issuing of invoices to tenants in line with agreed payment schedules and promptly notify the Board of any rent arrears.
- Submit all sales and purchase invoices monthly to the Treasurer for approval and onward transmission to the company's accountants, ensuring timely and accurate VAT returns and accounting records.
- Ensure that all payments exceeding €1,000 receive a second authorisation from the Treasurer or an authorised signatory of Action Tuam before processing.
Governance and Board Relations
- Serve as the Board's principal advisor on governance, ensuring ongoing compliance with company law, the Charities Governance Code where applicable, and all regulatory requirements.
- Review the organisation's governance requirements and implement a programme to ensure ongoing compliance.
- Support the Board in its own development, including director recruitment, induction, and evaluation.
- Circulate the agenda for quarterly Board meetings, attend and report on activities, and ensure reports are submitted at least five working days in advance. Coordinate with the Secretary to ensure minutes are distributed before the subsequent meeting.
- Advise the Chairperson and Board on any matters with financial or legal implications for the company.
- Be available for phone and email communications during normal working hours and respond promptly to queries from Board members.
Community, Partnerships, and External Relations
- Represent the economic development interests of the area and its district at county, regional, and national level, including policy submissions and participation in relevant development forums.
- Develop strategic partnerships with local and regional agencies, enterprise support bodies, and educational institutions.
- Engage with local business and community groups to understand and respond to the wider needs of the Tuam district.
- Lead the promotion and marketing of our client and the Enterprise Park through a refreshed website, an active social media presence, and the organisation of events, workshops, and training seminars.
- Coordinate and manage promotional and supportive events run by our client.
- Develop and maintain a database of key companies, agencies, contacts, and relationships associated with our client.
Operational Management
- Oversee the effective day-to-day management of the Enterprise Park and its associated facilities, delegating operational tasks as the organisation's structure allows.
- Ensure maintenance and cleaning contractors consistently perform their duties so that both the exterior grounds and the interior of the offices are clean, tidy, and professionally presented.
- Manage and approve the time and activities of consultants and external contractors engaged by our client.
- Ensure appropriate record-keeping, reporting, and administrative systems are in place and maintained.
- Ensure compliance with all organisational policies and procedures, including health and safety, and that these are upheld at all times.
- Respond quickly and effectively to any issues or challenges that arise.
- Undertake any other relevant duties as may be assigned by the Board from time to time.
