The Role:

The Facilities & Fleet Functional area is responsible for obtaining and maintaining Uisce Éireann's headquarters and Regional offices, including activities such as: security, property management, spatial planning, capital projects and building management. The function has the responsibility of delivering a highly effective Facilities Management Service for Uisce Éireann, this involves reviewing and implementing solutions to meet the current and future property and maintenance needs of the business, safeguarding the security of all Uisce Éireann’s facilities and locations and the management of the company’s complex fleet.

The Investment team are responsible for developing and implementing a property strategy (offices, stores & depots, laboratories, training centers etc.) and solutions to meet the current and future property needs of UÉ. The team oversee and manage all Rates / Global Valuation of the UÉ network and assets liaising with internal, stakeholders, finance, Valuations Office, and external advisors to ensure a satisfactory outcome for the business. The team develop and oversee both major and minor building capital projects and are accountable and responsible for the delivery of the Facilities investment portfolio. The team are responsible for budgets, price controls and the long-term contract / supply chain strategy relating to the Facilities contract portfolio.

Reporting to the National Property and Projects Manager, the Capital Project Manager will work and oversee the delivery of regional Capital Projects. The purpose of this role is to deliver a highly effective Project Management Service to Uisce Éireann from conception through to completion. This will require providing an efficient service and ensuring that key relationships both internally and externally are maximized, while working to achieve Uisce Éireann drivers and objectives. It is also a requirement to work closely with the programme teams to deliver strategically important projects such as the Single Public Utility, National Laboratories, Capital Delivery Offices, Uisce Éireann Control Centre and National Storage Depots etc. as part of the transformation of the water services industry in Ireland over the coming years.

Main Duties and Responsibilities:

• Responsibility for the Management of project delivery including budget, scope, programme, quality, safety and statutory approvals through all phases and gates from concept through to handover (stages 1 to 5).

• Prepare papers and presentation at investment and contract approval committees (EAC) as required for approval of capital spend and contract authorisation.

• Develop and maintain strategic relationships with Senior Business Stakeholder/Managers to ensure successful capital projects delivery.

• Work closely with the PMO department for delivery of cross functional projects.

• Communicate and present at key project stages (steering group meetings) to senior business leaders/managers and external agencies to communication the project status, progress, issues and seek direction/approval at each project phase/gate.

• Create, review and manage project schedules to identify critical path, progress, lead times and project sequences.

• Project manage design, planning/statutory processes, procurement, construction, and commissioning activities to ensure that multi-disciplinary projects (i.e., civil/structural, mechanical, electrical etc.) meet their delivery dates.

• Prepare of asset investment papers and presentation at investment and contract approval committees as required for approval of capital spend and contract authorisation.

• Develop capital budgets and submission papers for Price Control submissions to the CRU.

• Support the Property Management team in completing the lease agreements, e.g., Condition Surveys, Statutory compliance verification and commercial negotiations with regard to the property condition.

• Carry out regular reviews of project progress, budgets, changes, risks and issues, and ensure that reports are produced and circulated on an agreed timeline.

• Manage and direct third-party resources to deliver the capital projects portfolio including Engineering Consultant (Project Managers, Architects, Engineers, and Quantity Surveyors), Main Contractors and specialist vendors.

• Manage the procurement of capital works, engineering consultancy, furniture, security, and specialist ICT systems. Completion of Tender Document (mini tenders from Frameworks or where applicable full OJEU tender process), management of all queries etc and completion of tender assessments.

• Manage and authorise all commercial aspects of contracts including, issuing POs, approving invoices, processing/approving interim payments and agreement and close out of the final account.

• Deliver construction projects in line with Uisce Éireann’s Health, Safety, Quality and Environmental requirements and ensure compliance with statutory and legislative requirements.

• Identify areas of unsatisfactory performance and undertake Fault Analysis; proactively recommend and implement solutions; modify policies and procedures as required.

• The role requires flexibility to extend working hours and work across regions as required addressing project needs.

• Participate in the on-call rota if required.

General Duties and Responsibilities

• Collaborate with key internal stakeholders across the UÉ business.

• Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards.

• Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.

• Provide visible leadership for your team, coaching and developing them to achieve their full potential and deliver business objectives, promoting collaboration and highlighting the behaviours that are expected from everyone in the team.

• Conducts duties and responsibilities in accordance with Uisce Éireann’s Information Security policies, standards, processes and controls to protect the confidentiality, integrity and availability of UÉ business information and delivery of critical services, in accordance with the NIS Directive and any other relevant cybersecurity regulation

• Other duties as required.

Knowledge, Skills and Experience:

• A minimum of 5 years’ experience in the water, utilities or similar industries is desirable and or relevant experience

• Relevant third level qualification and or accreditation is desirable

• Desirable to be a certified practitioner in one of the recognised PM methodologies either Prince2 or PMP.

• Ability to develop and maintain effective strategic partnerships with key stakeholders internally and externally

• Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate complex information to others

• Highly motivated individual, working to the highest professional standards and with proven ability to deliver results

• Strong analytical skills and ability to identify and analyse problems and potential improvements, and propose and implement solutions

• Demonstrate adaptability and the ability to change focus and direction in line with business strategy and requirements

• Proactively identifying new areas of improvement and using newly gained knowledge and skill on the job

• Strong knowledge of best practice design and construction methodologies along with a knowledge of relevant statutory processes such as Planning, Fire Safety and BCAR.

• Proven ability to create and develop good working relationships to facilitate the accomplishment of work goals, coupled with the ability to gain commitment from others.

• Ability to manage time and workload effectively which includes planning, organising and prioritising with attention to detail.

• Experience with identifying improvement opportunities, generating ideas and implementing solutions.

• Full clean Driver’s License
